Who is entitled to civic orientation?

There are two target groups with entitlement to study civic orientation.
People within the establishment programme at the Swedish Public Employment Service
Those who have a residence permit as a refugee or for refugee-like reasons are entitled to civic orientation. People who are part of the establishment programme at the Swedish Public Employment Service and live in one of the collaborating municipalities are entitled to civic orientation organised by the Centre for Civic Orientation in Stockholm County (CSO).

Some next-of-kin immigrants are entitled to civic orientation
Municipalities are also obliged to provide civic orientation for some next-of-kin immigrants. Next-of-kin immigrants entitled to take the course are:
- People between the ages of 18-65 years old, who have moved to Sweden as they have a family/partner here
- People who have been registered in the national population register in Sweden for a maximum of three years. (The obligation of municipalities to provide civic orientation ends three years after the new arrival was first entered in the national population register in a municipality.)
- Citizens of a country outside the EEA region/Switzerland
Those not entitled are:
• Students in upper secondary school
• Labour migrants
• Visiting students and visiting researchers
Depending on what kind of residence permit the person’s associated person has, many in this target group may already access the establishment programme at the Swedish Public Employment Service and are registered for the course through this. If, however, their associated person has lived in Sweden for more than six years or has Swedish citizenship, next-of-kin immigrants are not entitled to the establishment programme, but they are entitled to civic orientation.
Civic orientation should be started as soon as possible after entry in the national population register.
People who are not members of the target groups may only study the course if their municipality of residence approves of that.
